Need some GIMP help w/ tarballs

I d/led Gimp many years ago but have apparently lost my touch. I'm d/l'ing GIMP 2.6 and there are 20 or so tarballz. Do I d/l all of them and then use the installer or after I have extracted them to a GIMP folder will I find a Gimp.startup file in there somewhere? I downloaded the installer but it just flashes a qick command line looking box for about 1/10 of a second but won't open.
Enlighten me if you can, please.

Win7 HP 64 bit.

You are looking at the wrong downloads. Gimp for Windows is not supplied as a tar ball. Download the correct version from: http/gimp-win.sourceforge.net/stable.html

Took about 2 or 3 minutes to have a Gimp 2.6 program running.
