Need to dial phone #'s from PC

I'm looking for a way to dial out to some fire / alarm panels from my PC to program them remotely. I can do this using the modem, but I'd like to try and find a way to do this over the internet. There will be no voice, just data as it's for programming.

Any suggestions?

To do it over the Internet then you'd need some kind of VoIP system for your computer to establish the basic connection, and then some software that can operate over such a link.

Yeah, I've been looking around for some software like that but I haven't found anything yet. Any ideas would be appreciated.
