So, I have this cheap microphone,you may know it BM-800. From ebay. So Im asking do I need phantom power to get most of it and sound better..or?

You are right that they say it can be used with computer without the 48v supply. The link I found doesn't say that so I think it will work better with the supply.

it won't work at all without 48v. Professional gear (mic preamps and mixers) usually have this built it so you don't need an external power supply unless you don't have gear with it.
I suppose that if the power supply inside of you gear wasn't very quiet it might improve the sound using an external phantom power supply.
