It's like saying that a bluray player doesn't have 1080p video playback capability because it's connect to a non HD TV. They're saying that the device is capable a decoding a 720p HD movie. If one uses the tablet display the movie will be scaled down, when connected to an external screen it can output the movie with all 720 lines.
