new phone can't establish a connection to the server

First Boost Mobile told me that my Boost Mobile phone wasn't a Boost Mobile phone. Then I got it activated online but when I put my Google address in it read that it "can't establish a connection to the server". Boost Mobile representative told me to shut both phones off (the one I was switching for the new one)and told me to turn wifi off and mobile data on, then to pull up the dial pad and enter ##72786#. When I turned the phone on it goes straight to Google sign in where I got this message. I can't even get to the settings to turn wifi off and mobile data on. I can't even get to the dial pad! It just told me to call Customer Care!
 
Where did you bought the phone from? look like it might be lock to the previous onwer
