Nikon Coolpix S8200 won't turn on. Is 3.4 volts outside the operating range?

I've removed and replaced the battery and SD card but that didn't help. I've charged the battery and the charging light flashes as it should, but it only has 3.4 volts. Could that be the reason it won't switch on? Time for a new battery, or could it be something else?

... It's OK now. I don't know why it wasn't charging before, but I charged the battery overnight and now it's at 4.3 volts and working fine.

Yes, the battery needed some more power. If it is not holding a charge, and draining quickly, the replacement batteries are pretty affordable.
