Well, if the laptop was set to be able to "Fast Boot" it would make it so you couldn't get into BIOS. Add that to what it sounds like is a lack of OS on the computer, which could also be that drive going bad (lets hope not) then you would have to actually install the OS again first, before you could access BIOS again. Unless, of course, that was also removed. Or a bad version was installed.
