"Noise" in laptop screen... Video card problem? [with photo]

Anyone knows what could this problem be? It doesn't even get to the login screen...

remove the battery from laptop for a while put it back and start up.

Yes, I've done that.

I've also connected an external monitor, but the same happens. The external monitor displays with those "scan lines".

Usually those lines indicate LCD problem. But since you say that the external monitor is also having the same issue, I am afraid there is little you could do other than give it to toshiba service center.

Last time I tried this with acer, they quoted me a higher price than the laptop's worth, so I dumped it 😀
