My laptop specs are:
4GB of ram running at 1333Hz
Windows 10 preview (With 8.1 it ran at same fps)
Intel i3 2370M 2.4GHz
Intel HD Graphics 3000

I was wondering why my friend can run the same game as me (Leauge of Legends) with 30 more fps than I do when he has a worse laptop. All settings are the same. I'm pretty good with computers but I can't figure this out. His specs are:
4GB of ram 1333Hz
Windows 8.1
Intel B830 1.8 GHz
Intel HD Graphics

Hmmm, have you tried updating the Intel HD Graphics Drivers?
Have you made any OS upgrades or graphics driver updates in the past? If so, was it around the time your pc slowed down?

It might just be that you're running some programs that eats some of your performance. You should try setting the game's priority to "High" in Task Manager. You can also try installing Game Booster, which will make your pc put alle the programs aside and focus on your game, when you enable game mode.
1: Your FPS might differ when you have the charger plugged in, and when you're running only on the battery.
2: It might be that your Graphics are trying to save some power by running etc. 80fps instead of 150fps, since your screen can only show you 60fps anyways.
3: Completely sure the settings are the same? Different resolutions will also make a difference in performance.

Would be what i would think made the difference in your test, hope this helped! :)
 
Even when they are plugged in his is still is outperforming mine. All my settings for League are on Very Low. No Character linking uncapped fps no v-sync and no anti-aliasing. He runs everything on low no anti-aliasing v-sync on with character linking and uncapped fps. It doesn't make any since. My laptop used to work really good with leauge (around 50 fps) now it hasn't for about 2 years.
