lets make a BIG distinction here. being able to identify us is different from tracking us. i'm all for a chip that can be read, and can give anyone anywhere your medical information, in case you have severe enough medical problems alone, where no one can tell them who you are and what they can and cant do you you. or to identify you as in lets say chucky cheese has a monitor and a list of sex criminals in it and when you go through you are identified. im all in favor of those kind of passive devices
what you are saying is a gps device to know where you are at any given time and that is far from ok, however, in minors under the age of 16, it should be mandatory, and the information give only to cops and to parents.
