A Gaming Desktop PC normally starts at $700 from scratch, to play at 45FPS or better, 1080p (1920x1080) display, and High settings on any games.
A laptop can't eat the battery in 15 minutes, can't weigh 12 lbs or more, is in a very small confining case (the laptop design) and shouldn't BURN you when you touch it. Thus it costs 2X the desktop price to modify and make all the parts fit these demands, so normally $1200 or MORE is the price range. Now all the $249-$1000 laptops you see out there are generic ones with no dedicated video card normally, for the other 90% other people needing a laptop to just 'get online' or 'do some school work on". Cheaper on those models (like the APU suggested) means MUCH LOWER PERFORMANCE, because they are expecting you to do nothing more then Farmville, Youtube, and read websites.
SIMS is VERY HIGH DEMANDING game, so your talking , as mentioned, well over $1200 for a system capable of it. Ph and that $1200 lasts only 3 years before your laptop shows 'lag' as compared to now, then by year 5 you need to replace the whole thing because it can't play any current or recent titles.
If this is all sounding not good, then stick to consoles (10 years and still strong Xbox360 and PS3 now only $149 and plays current titles!)
