Solved! Overheating when 90% to 100% cpu

My toshiba laptop exceed to 70+ Celsius while balanced power plan, it turning 90 to 100% cpu load in task manager when the following task(system, service hosts, cortana, etc...) is still in operation(even i'm not playing games, using browser, etc..). So i turn my power plan to eco/power saver mode to prevent cpu usage and overheating. It still happen since my laptop is turning 1 year on december 2014(fan vents also clean, i have cooling pad too, the room temp also cool). It is normal while cpu load 100% and turning 67+ celsius temp? Also i using coretemp software for temperature reading and task manager for cpu usage.

What's causing the cpu load, if you're not doing anything? Can you show any screenshots?

BTW -you should mention laptop specs or model name at least.

Anyway 70C on 100% cpu load sounds normal,
100% cpu usage, if you're nod doing anything, does not.

The system, services hosts, windows update etc. I don't probably use screenshot because its gone quickly. But this is from windows update at Balanced power settings. So i turned to power saver settings to prevent 100% cpu usage and overheating. But 75 C at 100% it is ok? My Toshiba is Satellite L55-A. Also intel core i5-333U CPU.
