Electric went out in an electrical storm.
Tv now won't come on. It was protected by a surge protector.

Your surge protector may have been inadequate or worn out (they do this). Also when power comes on it sometimes is too high for a short period of time but too long to be a surge.
Most TVs do not have fuses. It sounds like a power supply problem but other boards may have been affected
If you have home owners insurance it may cover you for this.
