Phillips TV won't turn on, makes humming noise when plugged

Hello I have a phillips TV that won't turn on, and when you plug it in it makes a high pitch humming noise from the power supply board.

TV Model Phillips: 50PFL3707

I've been reading online, it could be some capacitors that have went bad. But would like to know which ones. Or if there is something else that could be causing this.

I don't see any physical issue/burnt items on the board.
