Question Phone and SIM tracking

I'd really appreciate a quick reply.

1. Can someone who knows my number track my phone if I take SIM card out of it?
The phone and card are prepaid no personal info given at purchase.

2.can a someone track location and other info if phone is turned off and battery taken out?
What about the secondary battery?
Or some other ways?
Pls, any possible way u can imagine, list it.
3. Can one phone track what other phone is doing if one of the phones is turned off?
I read online that the government can if tracking one phone track the one near it. Can it just recognize there is a phone near it or can it access data?
