Question Photo organization and editing

I just read an article by @Alyse.Stanley about her using an Epson scanner to scan around 1,800 photos. I wanted to ask her what program she then used to organize and/or edit the photos. I currently load everything into Windows and use file manager to organize by date. I use a laptop that still uses Windows 10 but I do not like the Photos App. File manager is fine, but is there a better way? Anyone who has done this, please respond! Thanks.
 
If you’re not a fan of the Windows Photos app, you might want to try Adobe Bridge or XnView MP for organizing — both let you batch tag, rename, and sort photos easily by date, category, or keyword.
