I have bought a new dell laptop but the laptop has yellow tint or patches right near the webcam what is it the laptop was bought a few hours ago how to add images

Maybe i'ts a tag you forgot to take off the webcam? They do cover those it's probably some film you forgot to remove. If it's a yellow tint on the entire picture. Also if it was a dead "pixel" that would be an issue with the laptop screen not the camera. At the very least a dead pixel just shows up as white or pure black. Not yellow.
