Plugged in, not charging. Most fixes do not work.

OS: Windows 8.1 64-bit

I have two Lenovo G500 laptops, one of which has the "plugged in, not charging" issue.
I have tried the following steps to solve the problem:
1. Switch batteries, switch AC chargers, switch both
2. In device manager uninstall "Microsoft ACPI-Compliant Control Method Battery" while the battery was disconnected and restart with the battery connected
3. Combine steps 1 and 2
4. Fully install all windows updates (had this fix a similar problem in the past)
5. Clearing the "dust" in the port with an air sprayer.
6. Remove battery from computer and let sit for a "while" method
7. Changed power options (getting desperate)

"Microsoft ACPI-Compliant Control Method Battery" did successfully reinstall after restarting the computer

In all cases "plugged in, not charging" was present, in all cases both batteries have remaining, but slowly depleting charge. Neither battery is dead.
In fact, the other battery and AC adapter work fine on the other computer: 58% (plugged in, charging)
The battery has now been charged, message of "Fully charged (100%)"

This is the original battery that came with the computer back in Jan 2014 (so it's out of warranty)
System restore does not go back far enough to have any effect.
The computer works without a battery or the AC cord (both work independently of each other).

Will uninstalling "Microsoft AC Adapter" help?

Apparently the solution was switching the computer's energy management program from "optimal" to "maximum."
The program, that was pre-installed, switched its settings somehow, and only charged the battery up partially (about 60%).
