Popup and banner ads all over windows 10

[PimpSlap]

Whenever I open certain programs (not chrome) these weird banner and popup ads attach themselves to the program. I've tried scanning them with my avg antivirus along with malwarebytes. They both found viruses and removed them, but the banner ads still stay. It happens every time i open avg pc tuneup. and sometimes with other programs, what can i do to get rid of this nuisance?
