If it's drawing on the temperature difference between your body and the outside to create power, it literally means it's stealing your body heat. The idea of jackets is to conserve as much body heat as possible during the cold months. If something like this were drawing enough energy you would simply never be able to get warm inside the jacket, short of exercising while wearing it.

It's a great idea anyhow. Maybe they can invent a converter for the mouth so all the hot air spewing out all day is put to good use.
