Program for varying tape speed

Hello,
Is there a simple program for changing the audio tape speed, e.g. to 95-90-85% of normal speed?

I believe VLC Media Player has an option where you can slow down the temp of a file and allow it to go slower then it is.

Are you talking about a real tape but controlling it with a computer? Or just an audio file? A good tape deck will allow you vary the speeds. Don't know of a PC interface that will do it unless you first create a PC compatable sound file.
