Ram Low Memory Usage

I recently bought a laptop wich has a 16gb ram capacity and a 15.9 gb usable but when i launch a test or a game it only uses 5gb. Per example when i try to launch a game wich requires the loading of shader caches it can only load around a thousand caches because it doesnt have enough ram to load the rest.

Is the game/app 32bit or 64bit? what is the name?
