Is it possible to splice a HDMI to an rca cable so I can hook up my security camera to a monitor that has hdmi hook up

You can use an adapter or breakaway cable like so but they're often hit or miss. You should also take note of the direction in which you want the signal to flow. HDMI > RCA would be possible, it seems but it's not going to work with RCA > HDMI.
