Realtek HD Audio manager prob win8.1

On windows 8.1 on a new laptop, I can't seem to get the realtek HD Audio manager to work/open. I have it installed & the latest drivers, but it will not open. I am admin already.
The manager won't install apparently, it's not in the control panel, notifications, or anything.

Any help? D: The manager wont install at all, reinstalling the driver doesnt help either
