Recorded cds on computer playback like they are scratched

everytime i record music on my computer, when i play them back on my stereo at home or sometimes in the car they sound like they are scratched or the needle is running to fast over the cd. i have lower the speed to 4x that is the lowest my computer will go and it still does it. please help i have lost a lot of money buying cds because of this.

Switching CDR brand might help but replacing your CD writer is what's really needed, I suspect.
