rectangular box on my laptop screen

I am having a problem on my laptop there is a black rectangular box on my screen I can move around with my mouse I have no idea what to do nor were to begin I would appreciate it if someone guided me

Hit Ctrl - Alt - Del, go to Task Manager and see if there is a program running you are not sure about, end it, and see if that box goes away. Running a virus scan is a good idea.
