Referbished toshba screen glitch

Hello,
I bought a new toshiba satelite refurbished on amazon.com I returned the first one bc the screen when I go online flickers and glitches? They sent me another one but it does the same thing? Is it a simple problem or???

Have you checked your refresh rate? If it is set too low it will flicker.
