Refund not received from Verizon

I placed a order for new devices and service with Verizon and paid the taxes for both devices but cancelled order before they were shipped yet Verizon is giving me the run-around about my refund

Credit card company can't do anything Verizon still has my money and I have been contacting Verizon for weeks now. I have contacted the FCC and the BBB and Verizon corporate office let's see what happens next......
