I know there are programs that will tweak things in the registry for
you, but I would much rather have a list of settings that I could
change myself. Is there such a list?

I don't know of a list but given the concentration of developers and MVPs in
this group, I bet if you post what you want to do, somebody has an answer
for you.

Here's one problem for a bright developer. You may recall I posted a
question on how to get Outlook Contacts to store by DEFAULT in the Storage
Card rather than main memory.

Everyone has told me this is not possilbe - in the newsgroup and also HP (I
have iPaq 5450/PocketPC 2002)... but I am not willing to give up just yet!
I read somewhere in this group that you can change the registry settings to
'rename the identifier for the SD or CF card' and by doing that you can get
the device to store information by default in the SD cards? Not sure exactly
as I'm not technical but maybe one someone knows if this is possible.

Well, not sure if it will help on your quest, but to change the name of the
sd card, for example, to storage card (an earlier version of mail
apparently had problems with the name otherwise ), you would change the
value in HKLM\system\storagemanager\profiles\sdmemory\folder from "sd card"
to "storage card", then soft reboot. Of course any existing paths to the
card is now hosed, so be cautious.
