Yup, you can install Windows using that disc. However you still needadditional license keys to make it a valid (or more importantly, legal). The one on your laptop will work for the laptop (assuming you got the disc with that laptop) but not desktop.

I used a branded OEM on Desktop. So I am assuming that I can't use it for Laptop without another license key. Is it possible to puchase a license key at a reduced price?
Not really, beyond whatever deal may be offered by retailers.
When you buy a copy of Windows, your buying the license key, not the Operating System. You can download Microsoft sanctioned copies of Windows off the internet for free.
