Removing Safer Browser PUP

I have used both Malwarebytes and Adwcleaner, But Browser Safer keeps coming back and threatening my Hard drive space, I have a folder where it is located,.. just the exe, application and data dat, file are there. Through adwcleaner and malwarebytes i have seen the registries and leftover files, but how do I get rid of it ALL neither program does it or when it says it does, it comes back instantly.
Other things to note:

It cannot be found on the control panel,
When attempting to use AVG shredder itll tell me to use the control panel
When using malwarebytes and adwcleaner after computer restart i find that it is still there
im attempting to use a pro uninstaller

It keeps coming back because this malware has a virus reinstaller. You need to do a boot scan with an antivirus like avast and then run malwarebytes/adwcleaner. Here is a few other ways to scan at boot for a virus.
