Report for mail attachment size in Exchange server 2010

How to set up Reporting /auditing in Exchange 2010 so that an administrator is notified every time an attachment over 8 MB is sent out of the business?
Want this audit and report accordingly

I'm looking for built-in capability. before going to have third party tools integrating with the Exchange to achieve this
