Reset permissions to default?

I have recently run into a whole ton of permission issues on my Windows 10 laptop. How do I reset them to factory default? I can no longer access my permissions on C drive, so there is no point trying to edit them from the settings.

Would a full reset do the trick? I have zero interest in keeping ANY of the files on the computer, they are ALL backed up on my main PC. Could there possibly be a tool to do so?

I don't particularly care how the problem is fixed, at this point I just want to be able to read C drive again. I want to take the easiest route possible, I have dumped enough hours into trying to mend the issue.

Any advice would be greatly, greatly appreciated.

Yes a factory restore will wipe the drive and set it all back to how it was when new.
