S4 Octa core problem

So I recently got GTA San Andreas for Android but the problem is it lags even on the lowest settings I have just reset it and the problem still happens... I saw a playthrough with a S4 I9500 he was on max with only the tiniest lag where as I have alot even on flight mode, How could I get the best performance out o

Used... That should not matter we are talking about hardware here... It os in perfect condition
