Can I pull up scanner stations on my cell phone?

Do you mean like the old scanner/receiver folks used to listen to police/fire/ambulance/emergency services on?

You can find websites that have these streams on the intenret (but cant garantee your specific town/city will be there).
But no your cellphone can not recive the special freqencies that police scanners use.
