Try starting up the laptop in "Safe Mode" and see if it occurs in there. If it doesn't, then there is something on the laptop that is messing with your display. Bad driver, malware, virus, bad program, etc. If, however, it also happens in "Safe Mode" then there is likely a hardware issue. Then you are looking at the cable that connects the display, the display itself, or even the GPU as the problem.
