security video playback at 8x-15x normal speed

Hi,
I have been looking for some desktop software to playback IP camera security video (AVI and MP4). My IP cameras record at 2 frames per second. Here are the options I would like:
-Allow me to select up to 4-8 videos at once and have them open on my desktop in side-by-side (small) windows.
-The videos would be played back at 8x to 15x the normal speed.
I use VLC, it looks like it can only playback at most a 2x rate. My desktop is running win8. Google has failed me in my search. Any pointers would help.

Using the latest VLC version, 2.0.7, you can decrease/increase speed by the [ or ] keys. 0.1x steps.

It appears to increase to a max of 31.25x. It is very jumpy at that level, though.
