Serious Issue in downloading

Even if I have .net framework 4.5 it asks me to download 3.5 What should I do?
I tried downloading but there was no response the screen that appeared said "Searching required files....." and whenever I start my laptop it starts searching with itself...

What is the "it"? Your OS (Windows ?) or some other app?

Something is looking for 3.5 as it is coded for 3.5 only or perhaps unable to recognize and/or use 4.5.

Use Task Manager to identify whatever is running and doing the "searching required files..." activity.

Event Viewer may also provide a log entry or two that will identify the culprit.
