the fan on my Dell laptop isn't working

If the fan isn't working, and the laptop is under warranty still, contact the manufacturer.

However, if it isn't under warranty any longer, then you can either do the work yourself, if you feel comfortable doing so, or take it to a local tech to replace the fan.
