How do I add Hulu to a 32" sharp he smart TV Q5000 series?

Check the app store for the TV, there may be an option there you go into to select apps that were not installed originally. If that model has an option of an app store.
If not, then any number of devices like Firestick, Apple TV, Roku, generic Android media players, even a laptop connected to the TV will get you Hulu.

Could I use my phone to get Hulu on my TV

1. Play on phone and "screen-cast" to TV.
2. Use phone as hotspot, AKA tethering.

Hope u don't have an expensive metered, capped phone plan.
