Should I apply thermal fuild as changing the fan didnt work

Please lemme know if I need to change my thermal compound. My HP Probook's fan runs at full speed but does not throw heated ai

Well when you change a fan out, or pull it off for say cleaning, it is always a good idea to clean off all the old thermal paste and apply a nice layer or new paste. You would be surprised at the difference it can make.
