Smart Phone basics

Greetings, As I am finding a new provider some questions I never thought of before comes to mind.
1. Does all phones work in non coverage areas? Voice and data? I know some places I can't connect to Internet when traveling but can voice.
2. Does 3G and 4G only pertain to data?
