Solved! Somebody please tell me why i hear this in sony vegas 14.

I have no idea why it does it but i have done nothing to make this happen. i was just doing my own thing editing my video when suddenly this sound appeared out of no where. I tried restarting my pc, making a new project as shown in the video. and well just about anything else really.
