Sony Vegas 15, Huge Rendering Problem, rendered video is blurry, different color gradient and low FPS

I just finished editting a video and when I render it, the post render is blurrier than the vegas preview, different color (slightly off) and feels like the fps is not 60 ( looks choppy). I have watched multiple videos of "best render settings" and copied those, but the post render looks the same. I have turn off GPU acceleration and made sure my sample size is maxed out as well as using "best" settings to render instead of project settings. I have a pretty beefy computer too so im not sure what im doing wrong. Please help!

32gb DDR4 RAM
1T SSD (samsung 960 evo), 512gb SSD (samsung 970 pro)

How do i provide an example to my encoding? Im kind of new to trouble shooting problems

I editted a video in vegas 15 and the video looks pretty clean ( was shot on a go pro hero 5 and canon 80D) but when I render it using popular youtube settings, the framerate drops, color gets more white and the over all video is low quality/blurry. I've tried looking up solutions but have found nothing that has helped.
My Computer : Custom Desktop
GPU: 1080ti 11gb
CPU: i7-7700k
32 gig of DDR4 3200 ram
1.5T m.2 SSD
4T 7200rpm HDD
monitor is 144hz, 1440p 27in

I have 2 youtube examples of what the rendered video looks like vs what vegas shows. My vegas version is a little slow frame wise (idk why its like that, its 60 when I watch it and dont record)
