Sound recorder problem

Hi, i have a problem with sound recorder from laptop i have an humming that cover my voce that sound appear when i start the voice recorder ( for exemple if i try to record my voce, or cheat) it is intersting that on skype and facebook the problem does not occur but on any other program or chat appear.I dont now what to do ...
