I have tried all of the recommendations that have offered in these forums except for the ones that I could not figure out (i.e. services. msc).

Toshiba Satellite Model C55t-a – out of warranty by two months

First tried to remedy by uninstalling HID control devices
Then tried by uninstalling USB input devices
Updated the BIOS
Restored to an earlier restore point
Re-imaged the machine
Installed Windows 8.1

One thing I noticed is that when I look at the system specs, it says
Pen and Touch: No Pen or Touch Input is available for this Display

I am out of ideas short of just living with it.

Solution
Couple different things we can try:

Possibility number 1:
a. Type ‘troubleshooting’ on the start screen, and press enter.
c) Click on ‘Hardware and Sound’, and select ‘Hardware and Devices’ and click on next to run the troubleshooter.
--This will troubleshoot the devices that aren't detected or operating properly. Low probability of working, but its the first step

Possibility number 2:
Please run the hotfix in the link:

--This is a microsoft hotfix that will try and troubleshoot the hardware portion of the touch settings.

Possibility number 3:

--This applies mostly to tablet type devices, but it appears to work on other laptops that have windows 8 installed. Windows 8 has been causing a lot of trouble, especially with the touch functionality. Even though this says its for the surface, give it a go and lets see your results. Apparently it worked on a few different models of laptops. Its a fix for the Win 8 OS.

The main thing is to uninstall and reinstall the correct driver for your computer - If you havent done it THIS WAY, try it this way now and lets see if it works:

Step 1: Disable Windows from installing drivers automatically.
On the Start screen, type System.
Click on System to open System properties.
From the left pane, Click Advanced system settings.
Go to the Hardware tab.
Click on Devices installation settings.
Click on No.
Check No, never install driver software from Windows updates.

Step 2: Uninstall Existing Drivers
Press Windows Key + X.
Click on Device Manager.
Locate the touch drivers.
Disable and Uninstall the Drivers.
Restart the computer for these Settings to take effect.

Step 3: Download and Install correct drivers
Visit your Computer Manufacturer’s Driver download webpage.
Download and install the touch drivers.
Restart the computer.

What is the full model number for your machine? I will find you the touch driver on the website.

If this doesnt work, you may want to look into reinstalling the entire windows 8 operating system from a recovery disk. If you dont have one, we can help you get one.
