Solved! Streaming to TV options, which is best?

At the moment, my family is enjoying the internet streaming that my desktop computer can provide when connected to our HDTV. However, this computer is necessary to me when I am at college and we are looking for alternatives that can provide what they want year-round. I have tried looking into this myself, but my area of expertise is with software and I've never been completely comfortable when it comes to hardware selection, so I'd like your opinion on what we should choose, both in general and in regards to the specific device.

Our current options (that we know of):
-set-top box
-wi-fi Blu-Ray player
-old PC that would require us to purchase a video card with a DVI port (the only available expansion slots are basic PCI)
-newer PC that would also require us to purchase a video card with a DVI port, but has available PCI Express and PCI Express x16 slots (side question: is there a difference between PCIe x16 and PCIe 2.0 x16?)

What we want to access/view:
-Amazon Prime
-Netflix
-TV shows through Hulu or similar

Optional, but appreciated:
-HD capability

What are some inexpensive solutions to this problem?
