Surface Pro 4 m3 run Photoshop and Premiere Pro

Do you think that a surface pro 4 m3, 128Gb could run photoshop or premiere pro? I am looking at CS6 or CC

It will run, but I am not sure you'll like the performance. I can launch PSE on my m3, but I am not serious 'shopper, so it does what I need it to do for me.

Ok thank you very much. Do you mean like all the photoshops. I was thinking like CS6 or CC 2017.
Can you describe the performance? Like lagging.

Also can you tell me if it works well on a 32-Bit OS Computer.

As I said, I am no heady Photoshop user, the only version I use (occasionally) is the Elements. And for the stuff I am using (basic photo touching), I am OK with the performance.

I don't think you can install 32-bit Windows on Surface.

Thanks for that. I meant 32-bit on PC. I was planning to upgrade my PC from 32bit OS to 64bit OS but I was just wondering if it still runs 32 bit in general?

With 32-bit OS, you'll be limited to 4GB RAM. While this is OK for everyday jobs, I suppose Photoshop won't mind having more to keep its stuff around.
Another possible issue with 32-bit is that a lot of software is no longer updated for 32-bit OSes, so think wisely - there's no upgrade path from 32-bit to 64-bit, you'll need full reinstall.
