Surface Pro 4 or Laptop for programming and drawing

So I am looking to get a SP4 or a touchscreen laptop for programming and Drawing digitally.

I did research on the SP4 and it looks good, but i dont know much about laptops, would any laptop with a digital pen be good for drawing?? or should I stick with the SP4? and If i choose the SP4 what would be a good model to get? The i5 256GB and 8GB ram looks good but pricey, or I could save 400 bucks and get the i5 128GB and 4GB ram model.

In my opinion, the SP4 is just overpriced and i can get a PC like this (http://www.amazon.co.uk/Acer-Aspire-R3-131T-Touchscreen-Notebook/dp/B016B902OM/ref=sr_1_5?s=computers&ie=UTF8&qid=1459280084&sr=1-5&keywords=touch+laptop) for just £300. I know someone who has a £150 who can program, so programming won't be a problem. And any touch screen device with a precise touchscreen is good enough for drawing. I'd only recommend you get a SP4 if you're doing some serious work. You won't need and i5 or 8gb of ram for just drawing and programming. I know someone who uses those specs for serious gaming.
