Surface Pro 4 Pen Problem

I have a surrface Pro 4. I haven't use the pen in a while but I use it once a month or so to make sure it works. So I was checking to see if all functions worked today and when i clicked on top to open OneNote it did not open. So I went onto youtube and unpaired and repaired it. The pen worked one one opened and i could take a screenshot. Then i turned off my bluetooth and turned it back on and then I clicked to open onenote it did not open for some reason. So I unpaired and repaired then it worked.
Does anyone know why this is happening. My pen battery is on 90% and i can still click on things and draw on Surface app tester for pen where it shows u details. but i just cant open OneNote without turning of bluetooth.

Have you applied all available updates via Windows Update?

yes. i have updated windows 10 and triple checked to see if there was any recent updates and my computer says my computer is upto date
